PURPOSE
- To reduce the
amount and detail of orders required getting personnel into action on the
fireground.
- To integrate the
efforts of engine, tanker, and chief officer operations to maximize
effective rescue, incident control, and property conservation.
DEFINITIONS
- DPO – driver pump
operator.
- Due – The order in
which a company arrives or is expected to arrive at an incident.
- FF – firefighter
- PPE – personal
protective equipment (turnout gear)
- SCBA – breathing
apparatus with personal alert safety system (PASS) device.
- TIC – thermal
imaging camera.
POLICY
- Companies should
attempt to follow these guidelines whenever possible in order to meet the
stated purpose. However, personnel must maintain a level of flexibility
enabling them to adapt to unique situations.
PROCEDURE
- The first arriving
unit will give a situation report which should include (where applicable)
the height of the building in stories, the type of occupancy, smoke or
fire conditions visible, the location from which they are showing, and the
member in command.
- If the fire will
require a hoseline to control a fire in a building, he/she will advise
C.C.S.O. that the incident is a "working fire". The "working fire" report
will automatically generate the dispatch of mutual aid from the Islands
.If conditions warrant, the Incident Commander may skip the "working fire"
report and request mutual aid from the Islands and additional mutual aid
as needed
- A water supply
officer shall be assigned by the incident commander and will direct mutual
aid tankers to the water source desired and shall operate on channel 3
(State Fire).
- All personnel
except the I.C. will immediately switch to Fire Channel 2 (Talk Around)
after marking on location unless directed otherwise by C.C.S.O. or the
Incident Commander.
- If information is
received, prior to arrival of units, that suggests a "working fire" is in
progress, the C.C.S.O. shall inform the IC and immediately dispatch mutual
aid. This information may include but not be limited to multiple calls,
visual of smoke or fire by responding units or police confirmation of a
building fire.
PROCEDURES CONT.
- First Due Engine –
The first due engine is responsible for locating the fire building,
identifying a water supply, and getting the first line in service.
Officer – PPE, SCBA,
TIC, portable radio, hand light. Size-up situation, determine proper engine
placement, direct line placement. Note if an officer is not present then
senior FF.
DPO – PPE, portable
radio. Establish water supply, operate pumps/lights, and pull backup line if
time permits.
FF – PPE, SCBA. Pull
line to position indicated by officer, operate nozzle.
2nd FF – PPE,
SCBA, haligan bar. Assist 1st FF with line advancement, check
line for kinks.
- Second Due Engine –
The second due engine is responsible for supplying water to the first due
if necessary, and operating the backup line. On sprinklered/standpiped
buildings, the second due engine is responsible for supplying the system.
Officer – PPE, SCBA,
TIC, portable radio, hand light. Direct back-up line placement, check for
kinks in attack lines.
DPO – PPE, hand light.
Assist the first due DPO establishing awater supply if necessary. Assist
with line advancement at building entry point.
FF – PPE, SCBA.
Pull backup line to position indicated by officer, operate nozzle. May
assist with line advancement at building entry point if directed to by
officer.
2nd FF – PPE,
SCBA, haligan bar. Assist with line advancement.
- Third Due Engine
– The crew is responsible for establishing a water supply designated by
the water supply officer and shall remain at draft until released by he
Incident Commander.
D, Forth Due Engine – The forth due
engine is responsible for operating as the Rapid Intervention Team. Or
Safety engine.
Officer – PPE,
SCBA, TIC, portable radio, hand light, forcible entry tools. Size-up
building, identify entry points, make openings, place ladders, and identify
hose lines for possible use.
DPO – PPE, SCBA,
portable radio, hand light. Establish accountability board at command post.
FF - PPE, SCBA, hand
light, spare SCBA, forcible entry tools and/or saw. Pre-position 2 ½"
back-up line as directed by officer. Assist officer.
2nd FF – PPE,
SCBA, hand light, forcible entry tools. Assist officer.
